Good morning!

I am delighted to be invited to open this International Workshop on the Perspectives of Information Technology. On behalf of National Tsing Hua University (NTHU), I would first like to welcome all the distinguished guests to our campus in Hsinchu. I am very impressed with the fact that you are all working so hard and willing to hold this workshop on a Sunday!

Information Technology (IT) is ubiquitous in modern society. Thanks to IT, we can now access information at any time in anywhere for almost anyone who has a handheld device. The World Wide Web and wireless mobile networks have connected us together regardless where we are. I have noticed that the workshop will cover many advanced and important topics including helping people in disaster situation to use IT, machine learning and data mining, cyber security in smart grids, inferring data and human social relations, and the evolving relationship between human and technology. Undoubtedly, Information Technology will penetrate deeper into our daily life in the future. I am glad that the Institute of Information Systems and Applications is holding such an event and bring many international and domestic scholars together to discuss these topics in depth. I’m grateful to all distinguished invited speakers coming from Japan, US, and UK to share your insight and visions with our faculty and students.

I am somewhat relieved to know that the workshop is scheduled to close at 3:00pm this afternoon so that you will have an opportunity to tour our beautiful campus. National Tsing Hua University has just celebrated her 101th anniversary. The University was founded in 1911 in Beijing with the returned indemnity from the US Government. It became a leading university in China in about 20 years. As the Nationalist Government moved to Taiwan, the former President of the University, Dr. Mei Yi-Chi, came to Taiwan and re-established the NTHU on this site in 1956. NTHU since then has become one of the leading research universities in Taiwan. In all the world-wide university ranking in recent years, we came out either No. 1 or No. 2 in Taiwan. This year is particularly good for our faculties in terms of publishing in the prestigious journals such as Science, Nature, and Cell. As it stands now, in less than half of a year, five papers have been published or scheduled to be published; comparing to a total of seven papers published in similar outlets in the past 5 years. Our students have also performed superbly as well. In the computer field, for example, our students won World Champion in Clustering Computing in two consecutive Super Computer Conferences organized by IEEE and ACM (2010 and 2011). In 2011, our students won the Championship in the Creative Cup Competition among 424 competitors from 70 countries organized by Microsoft. It is my hope that in the future we can further strengthen our programs through cooperation with international top experts like you.

Finally, I wish you have a very successful and fruitful workshop and enjoy your stay in Hsinchu and Taiwan. Have a nice day!

As the Chairperson of AEARU, that is, The Association of East Asian Research Universities, I have the pleasure of launching the first presentation of the AEARU Distinguished Lecture Series this morning, here in Nanjing.

Some of you may not be very familiar with AEARU and, therefore, do not have the background information on this Lecture Series.  AEARU was organized in 1996 to promote cooperation among, and exchange between leading research universities in East Asia.  Currently, AEARU has 17 member-universities; 5 from China, 6 from Japan, 3 from Korea, 2 from Taiwan and Hong Kong is represented by HKUST.  All these member-universities are well-known elite institutions of higher education. While all of them are excellent research universities, each member-university is also distinguished for her particular research strength and accomplishments. Thus, it is only natural that some mechanism should be established to allow all of these elite institutions to cooperate with each other, to share their research experience, expertise; and, more importantly, to allow all students in different campuses to have a chance to participate in collaborative research projects as well as academic exchange programs.

Over the last 17 years, the Association has expanded and accomplished a great deal. As the new Chair of AEARU, I proposed the idea of establishing an AEARU Distinguished Lecture Series this year. My hope is to bring outstanding scholars and scientists from various AEARU campuses to a member-university which is hosting AEARU’s annual meeting and have them present their newest research endeavors in a public forum. This will not only show-case their cutting-edge researches, but also stimulate young scholars like you and provide you with the successfully experience of these accomplished researchers.

We are here today not only to launch this Lecture Series; we are also here for a very special reason---to celebrate the 110th anniversary of Nanjing University. As the Chair of AEARU and the President of NTHU, I believe I have a double pleasure to represent both AEARU and NTHU to wish Nanjing a very Happy Anniversary! Last but not the least, I wish each and every one of you good health and great success in your study and research.

We are extremely honored to have you here at NTHU for a visit and to present a lecture on the discovery of quasi-crystals. Exactly one hundred years ago, the great German physicist von Laue used the x-ray diffraction to determine the crystal structure of copper sulphate. In one stroke, x-ray was found to be a wave and crystal was deemed to be periodic! It was the beginning of modern crystallography and crystal is considered to be periodic ever since. In fact, crystal was defined to be of ordered and periodic structure. As every text book on crystallography indicated, the periodic structure can only have 1-, 2-, 3-, 4- and 6-fold rotational symmetry. That paradigm was shattered by our honorable speaker, Dr. Shechtman when he discovered the quasi-crystals on April 8, 1982. Electron diffraction from quasi-crystals has five-fold rotational axes and it is NOT periodic! As a fellow electron microscopist, it is fascinating to see the viewgraph of a photocopy from a page of the notebook kept by Dr. Shectman with familiar words, such as BF (bright field), DF (dark field), SAD (selected area diffraction) and 36K, 50K, 100K in magnification etc. There is one line starts with SAD and ends with a question mark, “ten-fold?” The rest is history and a landmark one. One of Dr. Shechman’s co-workers, Dr. John Cahn famous for his research on spinodal decomposition, gave a short course here on this campus on phase transformation with Prof. Turnbull of Harvard University in early 1985. With this short course, faculty members at NTHU were among the first group of scientists in the world to be exposed to the astonishing discovery. In fact, at the invitation of a local popular magazine, Science Monthly, I wrote a short article entitled “The Discovery of Quasi-crystals; a Revolution in Crystallography” in 1986. The discovery is indeed a revolution. In quasi-crystals, the patterns are regular---they follow mathematical rules but never repeat themselves.

I believe Dr. Shechtman will tell you this morning the story of his great discovery. How it unveiled? The difficulty he had endured. How he fought a fierce battle against the established science? And, finally the ensuing triumph. One lesson that our students shall learn is that, next time when you present something new to your advisor and met with a lukewarm response, do not despair and rush to discard your idea and data---it may not be a piece of rubbish after all!

It is a great delight that this morning’s lecture will inaugurate the Months with Noble Masters on Tsing Hua campus in 2012. Although having Nobel Laureates visiting us is not a novel event, having five of them visiting, starting today, May 14th through June 19th, is truly a first!

As a forward looking research university, we cherish the experience of developing person-to-person relations with the best scholars around the world. We hope not only to learn what they have learned but more fundamentally how they conducted themselves to achieve such fruitful intellectual pursues. The fact that we have five great scientists descending on our campus is indeed a milestone for us. However, among the five, there is an interesting fact that is worth mentioning. Three of these Nobel Laureates are from a small country such as Israel. This should have a special meaning not just for us here at NTHU but also for Taiwan in general-- if a country with only six million people can produce so many Nobel Laureates, why Taiwan, with larger population, cannot do the same? This is, indeed, a lesson we in Taiwan can and should try to learn!

Good morning and welcome to the 21st International Conference on Management of Technology sponsored by the International Association for Management of Technology (IAMOT, 2012, Taiwan) . I am honored to be invited to address you at the opening of this conference, but I have been pondering why?
A good reason, I think, might have something to do with the fact that my university, NTHU is the first university in Taiwan to establish College of Technology Management in the year of 2000. The second reason could be that NTHU has the first Institute of Service Science established in 2008. The third, perhaps the most important one is that the Chairman of this Conference, Dr. S. C. Hong is the Associate Dean of the College of Management on our campus. In any case, I am delighted to have this opportunity to say a few words on this important occasion when you, a group of eminent scholars and experts in the field of technology management from more than 30 countries across the globe, are gathering in Hsinchu. As a member of the hosting institute, I thank you for your active participation in this conference to exchange ideas and discuss issues related to our common interest, Technology Management. The conference this year will focus on new theories, ideas and frameworks as well as research tools dealing with the convergence of technology and service. Your insights in these areas will certainly be very valuable and will undoubtedly enhance the outcome of this conference.
Technology-service convergence has become an essential engine of increasing economic significance in the post-industrial society. There are many examples of “technology improving service and service enriching technology.” Two such cases come immediately to my mind are IBM and the convenience stores developed in Taiwan. As you may recall, IBM had successfully charted a new course of its business in mid-1990 by shifting its focus on its traditional strengths in hardware to greater attention on services, software, and its ability to craft technology solutions. It unleashed a global service business that rapidly rose to become a leading technology integrator. For the case of how technology improves service, the convenience store in Taiwan may serve as a prime example. As some of you visiting Taiwan for the first time might not be aware with the fact that Taiwan boasts the highest density of convenience store in the whole world. There are about ten thousand such stores serving 23 million people in Taiwan. Almost all street corners in Taiwanese cities have one or more convenience store. Customers can buy not just snacks or grocery; but also pay their utility and telephone bills, credit card debt, insurance premium, parking fee and fines, as well as pick up tickets for high speed railway trains and many entertainment events. They can also receive shipped goods, including books and gourmet dishes, among other things they had ordered through the internet. They can extract and print government certificates and even renew their driver license. In short, the Taiwanese street corner convenience stores are now serving many functions that were served only at certain specialty offices such as the post office and banks. They are truly convenient owing no small part to the advancement of new technology.
Although examples of technology improving service are common, successful cases for service enriching technology are less prominent. It is possibly related to the types of economy; kinds of business and issue of scale. These are perhaps good topics for you, the experts at this conference, to elaborate.
For the same reasons of my presence here today, you are all cordially invited to visit NTHU during your stay in Hsinchu. My campus is only 15 minutes away from your conference site and is rated as the most beautiful campus in Taiwan by a popular magazine. Yes, there is also a convenience store on our campus! It is noted for the largest amount of books that were shipped, at the rate of 1.75 books per hour, through their network. Thus, during your tour of our campus, you will meet a lot of book lovers like you as well as having a chance to enjoy the beautiful scenery.

I look forward to greeting you on my campus and hope that you enjoy your stay in Hsinchu. Thank you and wishing you a successful conference.

It is a great pleasure, indeed, a high honor of mine that I will have the opportunity to serve you as the Chair of our association in the next two years, starting on January 1, 2012.

Since its establishment in 1996, AEARU has developed and become one of the most active organizations that brought together the leaders of elite research universities in East Asia; provided us with a network through which we communicated and cooperated with each other.

Looking back, we can say that all of us have invested a great deal of our time and effort to cultivate and strengthen cooperative spirit within our Association. We not only met periodically to discuss and share our ideas on the management, as well as the promotion of AEARU; member-universities have also volunteered their time and expertise to organize and sponsor workshops, seminars that allowed our faculty members to exchange their research findings and explore the possibility for joint research endeavors. Moreover, we have also provided opportunities, through various programs for our students to meet, interact and learn from each other. In short, collectively we owe a big thanks to all who have served as officers of our association previously. It was due to their devotion and efforts that we can sit here today and reflect on what we have accomplished with a smile and a sense of satisfaction.

While we might all be very happy with what we have done so far, may I also take this opportunity to invite you to think about what else we can do in the future. What can we do as a group that will further strengthen our organization and provide more opportunities to a larger and larger number of our colleagues and students for them to collaborate and learn from each other? For example, can we think of some ways that will allow us to keep all our colleagues and students better informed on the new academic programs, research initiatives and accomplishments that are developing in all of our campuses? Many, if not all of us have bilateral student-exchange arrangements with other member-universities, but, is it desirable for AEARU to design a program through which students from one university can easily enroll and study for a semester or so on other AEARU campus? Shall we promote an AEARU open courseware program? Is it beneficial to establish an AEARU Lectureship so that the chosen scholars can get together to hold an Academic Festival on significant occasions?

I don’t mean to layout new agenda for the years to come. What I really wish to do is simply offering some examples that we can ponder, as a group, and find additional mechanisms that will allow us to better serve our colleagues and students alike.

I look forward to working with you. Together, I am sure, we can further enhance our Association in the years to come.

On behalf of the National Tsing Hua University (NTHU), also known as Hsinchu Tsing Hua, or just simply “the other Tsing Hua,” I would like to extend my hearty congratulations on the establishment of Tsing Hua Sanya Mathematical Forum. National Tsing Hua University shares the same root with Beijing Tsing Hua since we were founded by President Mei Yi-Chi in Hsinchu in 1956 and President Mei used to be the President of Beijing Tsing Hua during the period of 1931-1949. Furthermore, when NTHU was reinstalled in Hsinchu, it continued to be the beneficiary of the support from Tsing Hua Foundation which was established with the Boxers’ indemnity returned by the U.S. government and the same fund was used to establish Beijing Tsing Hua in 1911.

Today, the two Tsing Hua share the same name, same university motto, same university song, very similar logo, and the same nomenclature system for buildings, the list of sameness and similarities can go on and on, but the fact is that the relationship and bonding between us is extraordinarily close and strong. It is truly one of a kind among the top ranked universities around the world.

It is perhaps not by coincidence that I went to Taiwan from this island in 1949, the year President Mei was picked up by a plane sent by the Nationalist Government to Beijing at the last minute before the fall of Beijing in the civil war. With much historical apprehension on my mind, I am, however, particularly thrilled to witness the establishment of a world-class Center from the other branch of Tsing Hua on this island. As the President of the university where the National Center for Theoretical Sciences, National Science Council is located, I foresee a close cooperation and active interactions between the center and the Mathematical Forum under the directorship of Prof. Shing-Ting Yau, who was conferred with an honorary doctoral degree, along with another great mathematician as well as Tsing Hua alumnus, Dr. Chen Hsin-Sheng, by NTHU in 2000.

Finally, let me congratulate the establishment of the Forum again. Thank you!

Fellow Faculty Members, Students, Ladies and Gentlemen:

It is my honor and privilege to introduce our guest speaker for today, His Excellency Dr. Abdul Kalam, former President of the Republic of India.

As we all know, India is the world’s second-most populous country with over 1.2 billion people and the most populous democracy in the world. Its long and rich history can be traced back to 5000 years ago. One of the world’s major religions – Buddhism has its origin in India. Today’s India has emerged as the one of the world’s fastest growing economies.

During Dr. Kalam’s term of office from 2002 to 2007 as the President of his country, India experienced rapid economic development and fueled its rise on the world stage. You might think Dr. Kalam must be a politician, but actually he is an aeronautical engineer by training and profession. A graduate from the Madras Institute of Technology in 1957, he was the Project Director and heavily involved in the development of India’s first indigenous satellite launch vehicle (SLV-3) which successfully injected the Rohini satellite in the near earth orbit in July 1980, and made India one of the exclusive members of Space Club. Dr. Kalam also played a key role in the development of India’s strategic missile systems and its nuclear capability.

As Chairman of Technology Information, Forecasting and Assessment Council and as an eminent scientist, Dr. Kalam led the country with the help of 500 experts to arrive at Technology Vision 2020 giving a road map for transforming India from the present developing status to a developed nation. In order to achieve its objective, he took a mission to ignite the young minds for national development by meeting school students across the country. During the last decade, Dr. Kalam has addressed over five million youth below the age of 17 and inspired them to become an active participant of India Vision 2020.

As a distinguished scientist, Dr. Kalam was awarded with the “King Charles-II Medal” for Science and Technology in October 2007 and the “Woodrow Wilson Award” in 2008. The Royal Academy of Engineering, London conferred on him the “International Medal” in June 2009.

I recognize that this is a rare and extremely valuable opportunity to hear Dr. Kalam’s speech in person. Now please join me in welcoming our guest speaker His Excellency Dr. Abdul Kalam

Closing remark:

We have just listened to Dr. Kalam’s powerful and thought provoking speech on the critical role technology can play and impact on the economic development in a country. His remarks inspire and encourage us to look at economic development from a different perspective. It is truly inspiring and visionary.

On behalf of all the audience, I would like to express our heartfelt and sincere thanks to Your Excellency for sharing your vision and knowledge.

Dr. Kalam is about to leave Taiwan this afternoon. We wish him a very pleasant journey back to India. Thanks! Your Excellency!

Mr. Chairman, ladies and gentlemen, once again I want to state that we are all most grateful to the speaker on this stage. We thank you for being with us this afternoon - it’s been a great pleasure.

Thank You Very Much!

Good afternoon everyone! It is my privilege to address at the occasion of this special talk on grapheme by the honorable Nobel laureate Dr. Konstantin Novoselov. On behalf of the National Tsing Hua University, I would extend my sincere welcome for Dr. Novoselov’s visit. It is perhaps for the first time that the NTHU receives a Nobel laureate before his/her formal acceptance of the prize. I would therefore also like to congratulate Dr. Novoselov for the well-deserved and prestigious Prize.
Dr. Novoselov and his co-worker Prof. Andre Geim were awarded 2010 Nobel Prize in physics for their work in discovering the miraculous graphene. Prof. Geim was also the PhD advisor of Dr. Novoselov a few years ago. Both laureates are working at Manchester University, and both were originally from Russia. According to the press release of Nobel Prize Committee: “Playfulness is one of their hallmarks, one always learns something in the process and, who knows, you may even hit the jackpot. Like now when they, with graphene, write themselves into the annals of science.” In the age of big science, it is indeed refreshing and stimulating to see small science with big impact.
Graphene is a material with one atomic thick made of carbon atoms. If we describe bulk crystalline graphite as a text book, then graphene would be a single leaf in this book. Since we have already used and learned so much from this remarkable book for centuries, now we finally have a chance to turn over a new single leaf and read it in detail.
Before 2004, scientists believe that any freestanding single crystal in 2D is just impossible based on a common sense of thermodynamics. However, Dr. Novoselov and Prof. Geim surprised us in 2004 by separating the graphene with a very brilliant, but simple, idea of using sticky tape to peel the layers off. It sounds like a simple, even a little bit crude, idea but you can be sure that it was not an easy process otherwise other people would have done it before. Graphene makes experiments possible that give new twists to the phenomena in quantum physics. It possesses extraordinary properties for conducting electricity and heat and is very strong. A great deal of research has been carried out following their pioneering work. Also a vast variety of practical applications now appear possible including the creation of new materials and the manufacture of innovative electronics.
The famous Chinese novelist Chang Ai-Ling once said: “if possible, be famous while you are young.” Although many of us also aspire to have a Nobel Prize, the Prize is well known to be really, really difficult to come by. Hence I urge Dr. Novoselov, while you have it, enjoy it and enjoy it tremendously, especially when you are young. A good news for Dr. Novoselov is that, according to a U.S. study, prominent academics often lived longer than their peers. Among those academics, the Nobel Prize winners live the longest in average with the theory that they have a more satisfying life. It is really a double blessing.
Earlier this year, Dr. James Watson, who discovered the DNA structure, paid a visit to our campus. Dr. Watson received the Nobel Prize in physiology or medicine in 1962 at the tender age of 34. It can be said that Dr. Watson has basked in glory ever since, for 48 years now, but he has also been instrumental in initiating the human genome project. It will be wonderful for Dr. Novoselov to set a world record to hold the Prize for even longer time, and possibly pick up another Nobel Prize sometimes in the future.
Dr. Novoselov’s timely visit and his talks will certainly give a tremendous boost to graphene community in Taiwan. Most importantly, Dr. Novoselov will provide valuable insight and inspiration for all our young scientists to realize their dreams. Once again, I would take this opportunity to welcome Dr. Novoselov, and I am looking forward to his marvelous talk. Thank you very much.

As the President of National Tsing Hua University, it is my greatest pleasure and honor to welcome all of you, the ACP-delegates to Hsinchu, Taiwan. We are pleased to host this International Conference on Cutting-Edge Organic Chemistry in Asia, the ICCEOCA-5 and NICCEOCA-1 starting from today in Hsinchu.
National Tsing Hua University is one of the top universities in Taiwan and has a long and proud history. First established as the Tsing Hua Academy at Tsing Hua Garden in Beijing in 1911, the Academy was renamed as National Tsing Hua University in 1928 as its curricula expanded to that of a full-fledged university. In 1956, National Tsing Hua University (NTHU) was reinstalled on its current campus in Hsinchu, Taiwan.
Since its reinstallation, NTHU has developed from an institute focusing on Nuclear Science and Technology to that of a comprehensive research university offering degrees and programs ranging from baccalaureate to doctorate in science, technology, engineering, humanities and social sciences, as well as management. NTHU has been consistently ranked as one of the premier universities in Taiwan and is widely recognized as the best incubator for future leaders in industries as well as academics. Such stellar records are particularly exemplified by the outstanding achievements of our alumni, including two Nobel laureates in physics Dr. Cheng-Ning Yang and Tsung-Dao Lee, one Nobel laureate in chemistry Dr. Yuan-Tseh Lee and one Wolf Prize winner in mathematics Dr. Shiing-Shen Chern.
I learned that the Asian CORE program of the JSPS was established in October 2005 for the purpose to create world-class research hubs in selected fields of science within the Asian region, and to foster the development and synergistic relations among the next generation of researchers by establishing sustainable partnerships among Asian institutions. The Cutting-Edge Organic Chemistry program was initiated by Professor Minoru Isobe in 2005 with Professors Chun-Chen Liao, Somsak Ruchirawat, Kou-Qiang Lin and Sunggak Kim. This Conference is the last one of the first 5-year program, and at the same time is the First Conference in the second 5-year program. I am happy to know that this program would be continuing for much longer years by the efforts of the international coordinators. I congratulate you on the outstanding achievements that all the previous annual meetings in Nagoya, Okinawa (2006), Bussan (2007), Han Zhou (2008), and Bangkok (2009) were very successful. In the past two months, I had the opportunity to take part in two of the prominent gatherings in Asia, the general meeting of Association of East-Asia Research Universities in Beijing and International Conference in Asia, IUMRS in Qingdao, China. The timeliness, relevance and convenience of the meetings coupled with global prominence of the Asian region all point to the increasingly important roles of ICCEOCA in the future.
On behalf of National Tsing Hua University, I welcome all the members for your active participation. I also acknowledge the international advisory board and coordinators of the 8 countries/regions for your continuous efforts to make this program so outstanding and more visible. Funding agents are most important as well; namely, JSPS (Tokyo), NSFC (Beijing), KOSEF (Seoul), NRCT (Bangkok), and NSCT (Taipei). None of such activity would be possible without these supports.
Finally, I hope that you will, of course, enjoy the conference but don’t forget also enjoy Taiwan’s natural beauty, culture and cuisine during your stay. Thank you.
